Thanks @yux i tried cleaning up the cluster_metadata_info and cluster_metadata tables manaully using delete from query, and after bring up the active cluster, i was able to register the active cluster to standby… however, i still do not see the data replicating 
there seems to be something broken here…
Also, at namespace level i am not able to change the cluster definations , refer the other post on namespace update
