What exactly is servicerror_Unavailable errorcode from persistence layer? And what steps needed to fix it?

Here I have persistence errors with error types, majority of them are for GetWorkflowExecution with error type being Unavailable. What exactly is unavailable here, does it mean timeout or something else, what is the default timeout here?
