We noticed in the docs:
Cloud users are limited to 2,000 each of pending Activities, Child Workflows, external Workflows, and Signals.
To clarify, is this a global cloud limit or per workflow limit?

This is not an event limit. This is the limit on the number of actions executing in parallel. And this limit is per workflow.
